What I do is basically to keep adding thinner lines upon each other, keep adding more and more where it's suppose to be really dark and make lighter ones where the hair is light. Leave some areas out to create a highlight. Even though there isn't a particular highlight/shine in the hair I like adding them to make the hair more alive. If you don't like that just follow the reference and add the lines where I added highlights.
