I usually start by drawing the top of the hair as I like to work from the top till bottom. Even though it looks all black at her top it's a good idea to still build it up by thin/thicker lines going downwards. When you have drawn a lot of lines use your finger to blend it out. Follow the flow downwards, in one direction when blending.
