I want to make a website and promote myself online and in my community. I've been drawing for a LONG time, but I have no clue where to start.

The first thing you need to do is find out who your prospective clients are, and where they can be contacted. The usual ways are Facebook, Myspace, Twitter and Linkedin. But maybe your clients would hang out at Deviant Art or some other site.
Are your clients individuals (men, women, old, young, etc.), businesses (big, small, local, national, international, traditional, relaxed, etc.), publications, design firms or something else? I promote myself online with the above (but not Deviant Art because of their usage policy) and with press releases and articles for online and print magazines. For example, next month I'll be in Photo Zoom online magazine. They will be using an article of mine, and I'll be their featured photographer. This is a Canadian publication, so a whole new market will become aware of my photography. I also attend networking groups, give talks, mail postcards, and more.
